EV charging in Bukit Batok, Bukit Panjang, Choa Chu Kang and Tengah: where it is cheapest, and the blocks where overnight gets tight
Bukit Batok, Bukit Panjang, Choa Chu Kang and Tengah have more than 1,200 public charging points, nearly all of them at HDB blocks. Here is where the cheapest are, and which blocks fill up at night.
Kiat Goh

The cheapest public charger in Bukit Batok, Bukit Panjang, Choa Chu Kang and Tengah is not at a mall or a petrol station. It is in a multi-storey car park in Choa Chu Kang.
At Block 445A Choa Chu Kang Avenue 4, Charge+ charges S$0.55 per kilowatt-hour (kWh) on four sockets, about 10 cents below its usual block rate.
The catch is that they are slow, at 3.7kW, and on a weeknight they are usually all taken by about 10pm.
The four towns in the west have more than 1,200 public charging points, and more than 1,100 of them are in Housing and Development Board (HDB) car parks.
So for most drivers here, the question is not where to find a charger. It is which block, which operator and how late at night.
Fast charging is the thin part. Only 66 of the public charging points are direct-current (DC) fast chargers, and the cheapest of them is in an industrial building in Bukit Batok.
The cheapest charge: the blocks, and one car park at S$0.55
Charge+ runs the most block chargers in the area, at S$0.65 per kWh in 94 car parks across Bukit Batok, Bukit Panjang and Choa Chu Kang.
Block 445A Choa Chu Kang Avenue 4 is its exception, at S$0.55, the lowest rate in the four towns.
Strides YTL has the next lowest block rate. It charges S$0.63 at two Bukit Panjang car parks, Block 425 Fajar Road and Block 505A Jelapang Road, and S$0.70 at its other 24 block car parks.
ComfortDelGro ENGIE charges S$0.70 at its 90 block car parks, and SP Mobility charges S$0.70 at the eight in Tengah.
Away from the blocks, the cheapest public charger is at HomeTeamNS Bukit Batok on Bukit Batok West Avenue 7. Eigen Energy runs two 22kW chargers there at S$0.58 per kWh. They are usually available, but often hard to get on weekday evenings.
On a 40kWh top-up, that is about S$22 at Block 445A, about S$26 at a Charge+ block and about S$28 at most of the other blocks, against about S$36 at the most expensive fast chargers in the area.
Town by town: who runs the blocks
The block chargers are what most drivers here use, and the operator, and so the app, changes from town to town.
Bukit Batok: Charge+ and ComfortDelGro ENGIE share the blocks, at S$0.65 and S$0.70.
Bukit Panjang: Charge+ runs about 63 per cent of the block plugs, at S$0.65, and Strides YTL most of the rest, at S$0.70, or S$0.63 at its two cheaper car parks.
Choa Chu Kang: Charge+ runs about 65 per cent of the block plugs, at S$0.65, and ComfortDelGro ENGIE the rest, at S$0.70.
Tengah: SP Mobility runs every charger in the new town, at S$0.70 on alternating current (AC). Six of its car parks also have fast chargers, at S$0.81.
Charging overnight: where the squeeze is
For residents without a home charger, the block chargers are the overnight default, and here they are busy.
Across the four towns, nearly half the block charging points are in use overnight on a weeknight, against about 15 per cent by day.
At nearly 90 of the more than 200 block car parks, a socket is often hard to get overnight on a weeknight.
The small car parks fill first. Most ComfortDelGro ENGIE car parks here have three sockets, and about half of them are often hard to get overnight on a weeknight, and about one in four at the weekend. Most Charge+ car parks have six or more, and about one in four of them is often hard to get on a weeknight, and fewer than one in eight on a Saturday or Sunday night.
On a weeknight, the tightest block in the area is Block 689 Choa Chu Kang Crescent, where Charge+ has six sockets at S$0.65.
On a weeknight they are usually all taken by about 8pm and stay that way through the night. On a Saturday the block holds until about 10pm, and on a Sunday it fills by about 8pm again.
The fallback is a short walk away. The multi-storey car park at Block 668A Choa Chu Kang Crescent, where ComfortDelGro ENGIE has seven sockets at S$0.70, almost always has one open, any night of the week.
The cheapest block fills too.
Block 445A Choa Chu Kang Avenue 4 is down to its last socket by about 8pm on a weeknight and usually full from about 10pm. On a Saturday it holds until about midnight, and on a Sunday until about 10pm.
Caught late on a weeknight, a driver can walk to Block 474A Choa Chu Kang Avenue 3, where Charge+ has six sockets at S$0.65 and one is usually open.
In Bukit Panjang, the squeeze is along Senja Road.
Block 616A Senja Road, a Strides YTL car park with three sockets, is usually full from about 8pm on a weeknight and from about 10pm on a Saturday. On a Sunday it is often full at about 8pm and again from midnight. Block 634 Senja Road, where Charge+ has five, is usually full from about 10pm on a weeknight. On a Sunday it is often full from about 10pm, and on a Saturday around midnight.
Block 541A Bukit Panjang Ring Road, a Charge+ car park with 10 sockets near Block 616A, almost always has one open.
Block 505A Jelapang Road, one of the two S$0.63 Strides YTL car parks, is down to its last socket by about 9pm on a weeknight. It is easier on a Saturday evening, but on a Sunday it is down to its last socket by about 7pm.
Caught late, a driver can walk to Block 518A Jelapang Road, about 200m away, where Strides YTL has three sockets at S$0.70 and one is almost always open overnight, any night of the week. The other S$0.63 car park, Block 425 Fajar Road, has short-term parking only from 7am to 10.30pm, so it suits a top-up by day.
In Bukit Batok, the tightest blocks on weeknights are mostly on the western edge next to Tengah, along Bukit Batok West Avenues 6 and 8, at newer estates such as West Terra and West Ridges.
At West Ridges, Block 443 Bukit Batok West Avenue 8, Charge+ has six sockets at S$0.65. On a weeknight it is down to its last one by about 9pm and full from about 11pm. A Saturday night is easier, and on a Sunday it is often down to its last socket from about 9pm.
For West Ridges, the quieter car park is in Tengah. The Plantation Grove car park at 120 Tengah Drive, about 200m away, almost always has an AC socket open at S$0.70, and it has two 60kW fast chargers at S$0.81.
Tengah's blocks are busy at night too. On a weeknight, more than half their sockets are in use overnight.
Block 112 Plantation Crescent, at Plantation Acres, is the tightest there on a weeknight. Its six sockets are usually all taken from about 10pm, and it is a little easier at the weekend.
What Tengah has that most blocks do not is fast charging in the car parks. SP Mobility runs 16 fast charging points at six Tengah car parks, at S$0.81 per kWh. They are usually available, day or night.
The pattern holds across the four towns. On any night of the week, a full block usually has a quieter car park within a few minutes' walk, so the answer to a taken socket is a short walk, not a drive.
None of this is worth guessing at from home. The revolt.sg charger map shows which block has an open socket right now.
When speed matters: fast charging
Fast charging is thin here, at 66 points across 31 sites, and most of it costs S$0.75 per kWh or more.
The cheapest is at The Elitist, an industrial building on Bukit Batok Crescent, where FastParkNCharge runs two 80kW chargers at S$0.70 per kWh. They are usually available.
Charge+ and VOLT come next, at S$0.75. Charge+ has 120kW chargers at StorHub Bukit Batok, the Lam Soon Industrial Building on Hillview Avenue, Junction 10, ITE College West and the Bukit Panjang Neighbourhood Centre on Bangkit Road. VOLT has 120kW chargers at Greenridge Shopping Centre on Jelapang Road and Limbang Shopping Centre on Choa Chu Kang Street 51.
Of those, the Lam Soon building, Limbang Shopping Centre, Greenridge and Junction 10 usually have a charger open. The Bangkit Road charger is often hard to get, weekday or weekend.
ComfortDelGro ENGIE charges S$0.76 on 100kW chargers at Sunshine Place and Fajar Shopping Centre, and Strides YTL S$0.77 on four 60kW chargers at the SAFRA Choa Chu Kang clubhouse. The SAFRA chargers are usually available.
The fastest chargers in the area are Shell's two 190kW units at Bukit Batok Connection on Bukit Batok Street 23, at S$0.86, and they are usually available too.
The most expensive fast charge is at the petrol stations and the malls, at S$0.89. Shell has a single 50kW charger at each of its stations on Bukit Batok West Avenue 3, Bukit Batok East Avenue 6 and Choa Chu Kang Drive, and all three are often hard to get. SP Mobility charges the same at West Mall, Lot One, Bukit Panjang Plaza and the SPC station on Bukit Batok East Avenue 3.
The malls, and parking
None of the area's malls is the cheapest place to charge.
West Mall in Bukit Batok, Lot One in Choa Chu Kang and Bukit Panjang Plaza all have SP Mobility chargers, at S$0.81 on AC and S$0.89 on DC, and at all three they are often hard to get at weekends.
Junction 10, on Woodlands Road, is the better mall stop. Charge+ has six AC sockets there at S$0.65, which are almost always available, and two 120kW chargers at S$0.75, which are usually available.
Dairy Farm Mall has one Charge+ AC socket at S$0.65 and one 30kW charger at S$0.75 on Basement 1, and both are often hard to get. The Rail Mall on Upper Bukit Timah Road has two 90kW Charge+ chargers at S$0.80, also often hard to get.
Hillion Mall has no public charger on the map. The nearest are in the HDB car parks next to it: Block 185A Jelebu Road, where ComfortDelGro ENGIE has three 22kW sockets at S$0.70, and Block 181A Jelebu Road, where Charge+ has 10 at S$0.65. Both are usually available.
Parking at the malls adds little. On a weekday, West Mall charges S$2.20 for the first two hours, Lot One S$1.35 for the first hour, Junction 10 S$1.31 for the first hour and Bukit Panjang Plaza S$2.75 for the first two hours. In the evening three of them charge per entry: West Mall S$2.95 per entry from 5pm, and Lot One S$2.65 and Bukit Panjang Plaza S$2.75 per entry from 6pm. The revolt.sg charger map shows their parking charges too.
So a 40kWh top-up on West Mall's 100kW charger on a weekday costs about S$36 for the charge, and about S$38 with the parking by day, or about S$39 in the evening.
Short-term parking at the HDB car parks is S$0.60 per half hour, and at most of them parking costs nothing from 7am to 10.30pm on Sundays and public holidays. The charger map shows those parking charges too.
Paying for it
There is no single tap-and-go card across the networks, so the app matters.
Charge+ and ComfortDelGro ENGIE run most of the block chargers in Bukit Batok and Choa Chu Kang, and Strides YTL many of Bukit Panjang's. SP Mobility runs Tengah and the chargers at the three malls.
The petrol stations use Shell Recharge and SP Mobility, and the smaller sites VOLT, FastParkNCharge and Eigen Energy.
The practical move is to set up the app for the regular charger before the first visit, because most of these units will not start without it.

The upshot
For a driver in Bukit Batok, Bukit Panjang, Choa Chu Kang or Tengah, the everyday answer is the block, and Charge+ runs the most of them, at S$0.65 per kWh. No mall in the area charges less.
The single lowest rate, S$0.55 at Block 445A Choa Chu Kang Avenue 4, suits a resident who can plug in before about 8pm on a weeknight. The cheapest fast charge is The Elitist on Bukit Batok Crescent, at S$0.70.
Overnight is the part to plan. The small three-socket car parks fill first, so the answer is to get home before they do, or to walk to a bigger car park nearby, such as Block 668A Choa Chu Kang Crescent or Block 541A Bukit Panjang Ring Road, which keep a socket open most nights.
