Jurong East has chargers in every mall, but the cheapest rate in the west isn't in a shopping centre at all. Here's what you'll actually pay.
Sarah Chen

Jurong East is Singapore's self-styled second CBD — JEM, Westgate, and IMM all within walking distance along Jurong Gateway Road. The charging infrastructure is dense, but the gap between the cheapest and most expensive confirmed rate in this corridor is stark. On a 35 kWh session, that's the difference between roughly $22 and $30. Same area. Different operator.
This guide sticks to what we can confirm.
Boon Lay Place Market (Block 221 Boon Lay Place) is the standout for value — but only if you're after AC charging.
Current rates:
At $0.629/kWh, the Charge+ rate undercuts every other confirmed option in the Jurong East / Boon Lay area. A 35 kWh AC session costs $22.02.
Important: There are no DC fast chargers at this location — only AC. If you need a quick turnaround, this is not the stop. But for an overnight or extended top-up in the estate, the Charge+ rate is genuinely the cheapest around.
The trade-offs are real. It's a surface carpark with limited shade, and the amenities are hawker-centre level, not mall-level. You're trading convenience for cost.
JEM (50 Jurong Gateway Road) is where you should head if you need fast DC in this corridor. Volt Singapore operates three bays at B3 carpark:
At $0.74/kWh for DC, a 35 kWh session costs $25.90 — the cheapest confirmed fast-DC rate in the entire mall cluster. The AC option at $0.66/kWh is also competitive if you're planning a longer stop.
The practical upside: JEM's carpark is straightforward to navigate, the bays are reasonably placed near mall entrance points, and the mix of grocery (Cold Storage), F&B, and retail means a 30–40 minute fast-DC session aligns with something you'd actually do anyway. It's not just the cheapest DC option — it's the most useful cheap option.
The downside is demand. JEM's B3 carpark fills quickly from mid-morning on weekends, and the charging bays aren't immune. Arrive early if you're targeting a Saturday or Sunday top-up.
Westgate (3 Gateway Drive, adjacent to JEM) is the cautionary tale in this corridor. SP Mobility operates four bays at B3:
At $0.861/kWh for DC, a 35 kWh session costs $30.14. That's $0.12/kWh more than JEM — a $4.24 difference on the same session, for plugging in a few minutes' walk away.
Unless every JEM bay is occupied and you genuinely cannot wait, there's no financial justification for choosing Westgate over JEM. Same mall cluster. Same visit patterns. Meaningfully worse value.
IMM (2 Jurong East Street 21) sits furthest from the Jurong East MRT core, closer to the Boon Lay side. SP Mobility operates chargers at Level 1 of the multi-storey carpark, Pillar 1G-1.
Current setup:
Treat IMM as AC-only at the same rate as Westgate AC.
IMM's advantage is lower footfall than JEM or Westgate, so bay availability tends to be better. But at $0.774/kWh for AC-only charging, it's not a deliberate destination. Don't drive here specifically to charge — but if you're already visiting for outlet retail, the chargers are there.
| Location | Operator | AC Rate | DC Rate | 35 kWh Session |
|---|---|---|---|---|
| Boon Lay Place Market | Charge+ | $0.629/kWh | — | $22.02 |
| Boon Lay Place Market | CDGE | $0.695/kWh | — | $24.33 |
| JEM | Volt Singapore | $0.66/kWh | $0.74/kWh | $25.90 |
| Westgate | SP Mobility | $0.774/kWh | $0.861/kWh | $30.14 |
| IMM | SP Mobility | $0.774/kWh | — | $27.09 |
Always verify current pricing in the operator's app before charging.
For the cheapest charge in the area: Boon Lay Place Market Charge+ AC at $0.629/kWh. Budget 4–6 hours for a meaningful top-up.
For the best-value fast DC: JEM at $0.74/kWh. Arrive early on weekends — B3 fills quickly.
For what to skip: Westgate DC at $0.861/kWh unless every JEM bay is taken. The ~$0.12/kWh premium is hard to justify.
For IMM: Treat as AC-only for now. Worth using only if you're already there for outlet shopping.
Jurong East and Boon Lay rewards EV drivers who pay attention to operator pricing. The corridor from JEM to Westgate spans barely a few minutes on foot, yet the DC charging cost gap approaches 16% between the cheapest and most expensive confirmed option.
Default to JEM for fast DC — at $0.74/kWh it's the only mall-cluster DC rate under $0.80. Use Boon Lay Place Market for the cheapest AC top-up in the area at $0.629/kWh. Treat Westgate as overflow of last resort, and IMM as a convenience stop only.
