Singapore EV Charging Price Index: Where the cheapest public charge really is

SINGAPORE: The lowest rate on any electric vehicle (EV) charger in Singapore is S$0.37 a kilowatt-hour, at the Schneider Electric building in Kallang, where the chargers are meant for the building's own staff and a visiting driver cannot use them.

Once those bays are set aside, along with the residents' car parks, the industrial yards and the other places a visitor cannot use, the cheapest confirmed public rate is S$0.43 a kilowatt-hour, at a club house on Dover Road. Everything below counts only chargers a visitor can drive up to and use.

The cheapest public charge

The cheapest charge open to the general public is at the Singapore Polytechnic Graduates' Guild club house on Dover Road, where Eneready charges S$0.43 a kilowatt-hour on a 7.4kW alternating-current (AC) point.

The club house car park is open to non-members, who pay for parking on top of the charge.

At 7.4kW the point is a slow one, so a useful charge there takes most of an evening.

Eneready also runs a 180kW direct-current (DC) charger in the same car park, at S$0.50.

At a mall, the best rate is IKEA's, where Charge+ runs 22kW points at both the Alexandra and Tampines stores for S$0.45 a kilowatt-hour.

One public rate is lower — S$0.42 a kilowatt-hour, at a 40kW DC unit in the Tan Chong Tower car park on Queen Street — but it is a single unit in an office car park, and it is not clear whether a visitor can use it, so the charger map marks it "Possibly restricted".

Below those two, the cheaper rates belong to car parks that are restricted, or whose access is unclear.

At S$0.43, a 48 kilowatt-hour top-up — about 300km of driving for a typical EV — costs around S$21, while the same charge at the islandwide median AC rate of S$0.70 costs about S$33.

A petrol car covering the same 300km, at about 8 litres per 100km and around S$3.50 a litre, the same figures used in June, would use about S$84 of fuel.

That is about four times the cost of the cheapest public charge, and about two and a half times the cost at the median rate.

Over a year of 300km a month, charging at the islandwide median AC rate costs about S$600 less than petrol, and about S$750 less at the cheapest public rate.

What public charging costs

Public chargers fall into three speed bands, plus a mixed group of odd sizes. Price generally rises with power, with one exception.

Slow AC (up to 22kW) is the cheapest tier, and the one most drivers use overnight or while the car is parked for hours. The median public rate is S$0.70 a kilowatt-hour, and the cheapest public points run from about S$0.43 to S$0.55.

Prices at this speed are closely bunched, and nine points in ten are priced at S$0.70 or less. The highest is S$0.82.

Fast DC (50kW to 150kW) costs more. The median is S$0.81 a kilowatt-hour, and rates run from S$0.50 to S$0.89.

Only a handful of sites charge near the bottom of that range. The cheapest is a 120kW unit in the Eco-Tech@Sunview car park on Sunview Road, at S$0.50.

Ultra-fast DC (above 150kW) is the exception, with a median of about S$0.75, below the fast-DC median.

Only 136 such points are open to the public, and the highest rate among them is S$0.89. The biggest hubs in the band charge well under the fast-DC median.

The big mall hubs charge S$0.60: Great World City, where Great Charge runs points up to 480kW, and Pasir Ris Mall at 180kW. The Sinopec station at Pasir Ris is the same rate.

About 880 public points fall outside those three bands: 3.7kW sockets, the 43kW AC connectors on petrol-station chargers, and small 24kW to 40kW DC units. Their median is S$0.70 as well, and the S$0.42 unit at Tan Chong Tower is one of them.

The cheapest public chargers by region

The tables below give the five lowest public rates in each part of the island, one table for slower AC and one for faster DC.

Several of the entries are single-charger sites.

A charger is grouped by where it stands, so a site can fall under a different region from the one its address suggests.

Two entries carry a † mark, for car parks that have not been confirmed as open to all. They are Tan Chong Tower on Queen Street and Prestige Centre in Bukit Batok, and a driver who has parked at either can confirm the access on the charger map.

Cheap public AC charging is mostly at malls, club houses, office towers and industrial estates, where a driver is usually paying to park as well. Public-housing car parks cost more, at about S$0.65 on Charge+ and just under S$0.70 on SP Mobility, the largest network.

The cheapest slow charging in the city centre is S$0.46, on the VOLT points at Marina Bay Financial Centre and One Raffles Quay. Both are office-tower car parks, where a driver pays for parking on top of the electricity, and on a short top-up the parking can cost more than the charge.

The South is the smallest region, with 90 public sites, and its only DC rate below S$0.70 is a 30kW unit under Marina Bay Financial Centre.

Fast charging starts higher in the South than in any other region. The cheapest point of 50kW or more there is S$0.72, and every other region has one under S$0.62.

What the dearest charging costs

The dearest public charging on the island is S$0.89 a kilowatt-hour, at the top of both DC bands. A 48 kilowatt-hour top-up at that rate costs about S$43, against about S$21 at the Graduates' Guild.

A driver pays for speed on DC, where the median is S$0.81, against S$0.70 for slow AC.

The state of the network

Singapore now has about 2,600 public charging locations and 10,600 public charging points, run by 25 operators.

Counting the car parks that are not open to all, there are 2,748 locations and 11,137 points from 29 operators.

Five operators run about 10,000 of those 11,137 points: SP Mobility, Charge+, ComfortDelGro ENGIE, Shell Recharge and Strides YTL. Between them they set the rate at most of the car parks a driver is likely to use.

About 90 per cent of public charging points are AC, and the dearer DC chargers make up the rest. About 70 per cent of them are available at any one time.
