EV charging in Bedok and Tanah Merah: where it is cheapest, and where the public chargers are

Bedok is one of Singapore's largest housing towns, and its public charging is mostly where the people are: at the foot of the blocks.

There is no cut-price charging hub here of the kind found in the industrial estates further west.

The cheapest public charge, a fast one at the HomeTeamNS clubhouse by Bedok Reservoir, runs at S$0.65 per kWh, only a few cents below what the housing blocks themselves charge.

So for most residents the block downstairs is both the cheapest realistic option and the one they will use, and the real question is whether they can get onto it at night.

For the electric vehicle (EV) driver who cannot charge at home, here is where the public power is across Bedok and Tanah Merah, and what it costs.

The cheapest charge: the blocks, and a couple of cheaper spots

The lowest rate in the area is at the HomeTeamNS clubhouse on Bedok North Road, where Sinopec runs a 120kW charger at S$0.65 per kWh, fast and usually open.

It is the rare case of the cheapest charger also being a quick one, though it is a single pair of bays at a members' clubhouse rather than a network.

The next cheapest is the Eastwood Centre off Upper East Coast, where VOLT charges S$0.66 per kWh on alternating current.

After those it is the housing blocks, which is where most of the charging in Bedok happens. Strides YTL runs the cheapest of them at S$0.67 to S$0.68 per kWh, with SP Mobility and ComfortDelGro ENGIE at S$0.70, across the Bedok, Bedok South, Bedok Reservoir and Chai Chee estates.

On a 40kWh top-up, the gap is small: about S$26 at the HomeTeamNS charger, against roughly S$27 at a block charger and S$34 at the dearest fast charger in the area.

For most residents the cheapest charge is the block downstairs, so the question is when it is open.

Charging overnight: Bedok South and Bedok Reservoir

For the residents who depend on a public charger, the block downstairs is the overnight default. But across most of Bedok a late arrival still finds a socket.

The squeeze is in two pockets: the older blocks of Bedok South, and the dense estates along Bedok Reservoir.

The tightest socket in the area is at Blk 154 Bedok South Road, on the Bedok South Horizon estate, where Strides YTL runs three sockets at S$0.68. They are half taken by late afternoon and usually all gone by about 8pm, so a resident who wants one should be home by about 6pm on a weeknight. Unusually for the area, it barely eases at the weekend.

When it is full, the multi-storey carpark a short walk away at Blk 13A Bedok South Road runs the same Strides YTL sockets at S$0.68 and is open almost every night.

Blk 19A Bedok South Road, the multi-storey carpark, tightens by about 7pm on a weeknight, but keeps a socket open until about 10pm at the weekend.

Over at Bedok Reservoir, Blk 769A Bedok Reservoir View is the early one, with the last socket typically going by about 10pm on a weeknight and a little later, around 11pm, at the weekend. The blocks at Blk 101 to 106 Bedok North Avenue 4 fill by about 10pm on a weeknight too, but usually keep a socket open into the night at the weekend.

The other Bedok Reservoir Road blocks are more comfortable, usually keeping a socket until around midnight on a weeknight and later still at the weekend. The quiet fallback is Blk 739 to 745 Bedok Reservoir Road, on the Reservoir Village estate, nearly empty overnight at the same rate.

In Chai Chee, the one block to plan around is Blk 30/40 Chai Chee Avenue, on the Ansar Garden estate, where Strides YTL runs three sockets at S$0.68 that fill by about 10pm, weeknights and weekends alike. The other Chai Chee blocks, including Blk 11 and Blk 27 Chai Chee Road, stay open almost every night at the same rate.

Weekends are looser almost everywhere. The one exception is Blk 154 Bedok South Road, which stays tight whatever the day.

None of this is worth guessing at from the road. The revolt.sg charger map shows which block has an open socket right now.

When speed matters

The quickest charger in the area is at the Singapore Expo, where Shell runs a 190kW unit, though at S$0.86 per kWh it is also among the dearest.

The cheapest fast charge is the HomeTeamNS clubhouse at S$0.65 per kWh on its 120kW charger, well below anything else at that speed.

Charge+ runs 120kW chargers at S$0.73 per kWh at a spread of malls and retail parks: Changi City Point, BoxPark @ Chai Chee, East Village on Upper Changi Road, and Kampong Siglap.

For a fast charge in the heart of Bedok, Strides YTL runs a 160kW charger at the Bedok Town Centre blocks on New Upper Changi Road, at S$0.76 per kWh.

Changi Business Park and the Expo

East of Tanah Merah, the charging shifts from homes to workplaces, and the chargers fill by day rather than at night.

Changi Business Park has the densest cluster, with SP Mobility chargers at Changi City, Plaza 8, Eightrium and the ESR business parks, at S$0.77 per kWh on alternating current and S$0.86 on the fast chargers.

The Singapore Expo runs the area's biggest single site, 14 Shell alternating-current chargers at S$0.77 and six fast ones, which sees little use outside the big shows and usually has a bay open.

These make sense for a driver already at work or an event, not as a destination for a cheap charge.

Paying for it

There is no single tap-and-go card across the networks, so the app matters.

SP Mobility, Strides YTL and ComfortDelGro ENGIE run most of the HDB block chargers between them, each through its own app. SP Mobility also runs the Changi Business Park chargers, Shell Recharge the Singapore Expo, and Charge+ the fast chargers at the malls.

The cheapest charge, at the HomeTeamNS clubhouse, is a Sinopec charger billed through the Kigo app, with a small discount for club members.

The practical move is to set up the app for the regular block before the first charge, because most of these units will not start without it.

The public chargers in the area with a published rate are below, cheapest first, grouped by operator and rate. Private and tenant-only bays are left out, the housing blocks are grouped by operator, and chargers that report no rate are not listed.

The upshot

For a driver in Bedok and Tanah Merah, the lowest rate is the HomeTeamNS clubhouse by Bedok Reservoir at S$0.65 per kWh, which is also the cheapest fast charge in the area, and the dearest is the run of Changi Business Park chargers and the Expo at S$0.86.

Overnight, the squeeze is in Bedok South and Bedok Reservoir. The tightest block, Blk 154 Bedok South Road, is full by about 6pm on a weeknight, so a resident should get home by then, or use the multi-storey at Blk 13A Bedok South Road nearby, at the same rate, which stays open.
