When Pasir Ris Mall opened in 2025, it didn't just give the eastern corridor a new shopping destination — it quietly became the best-value fast DC charging hub in all of eastern Singapore. Ten Great Charge 180kW bays at $0.545/kWh is a combination of price and speed that rivals Great World City's headline DC rate, minutes from the eastern coastline.
The Pasir Ris–Changi corridor stretches from the HDB heartland of Pasir Ris town through the Changi Business Park tech hub and up to the airport terminals. It's a diverse area — residential estates with the full range of HDB MSCP chargers, a cluster of shopping mall options, business park installations for the workforce, and airport infrastructure for travellers. The charging landscape reflects that variety, with some genuine bargains and a few traps worth knowing about before you plug in.
Pasir Ris Mall at 7 Pasir Ris Central is the headline act for this entire corridor. Great Charge operates ten 180kW DC bays across the carpark — all at $0.545/kWh. That's the same rate as Great World City's fast DC chargers, and it makes Pasir Ris Mall the best-value DC charging destination east of the CBD.
For context, $0.545/kWh for 180kW DC is exceptional. A 40kWh session costs $21.80 — roughly what you'd pay for a single tank range-equivalent charge at premium rates like SP Mobility's $0.861/kWh (which would price the same session at $34.44). The savings compound fast if you're a regular driver in the east.
The mall itself makes the charging location practical. It's a full regional centre — FairPrice Finest, a food court, retail, and a supermarket anchor — so you can comfortably fill 30–45 minutes while your car charges. The Great Charge bays are clearly marked in the main carpark sections on B2. Unlike Great World City, there are no confusing SP Mobility traps in the same carpark — the only operator here is Great Charge.
The 180kW speed means compatible EVs can add roughly 150–200km of range in 15–20 minutes. Most modern EVs on Singapore roads accept 180kW without issue, so these bays work at full speed for a wide range of vehicles.

Just across the road from Pasir Ris Mall, Pasir Ris 8 at 10 Pasir Ris Central has two Great Charge AC 22kW bays at $0.545/kWh. A second address at 10 Pasir Ris Drive 8 adds two more. Same operator, same rate, different use case.
This is useful if you're spending longer in the area — a movie, a dinner, or a shopping trip that runs 2–3 hours. The AC 22kW speed delivers roughly 40–50km of range per hour, so a 2-hour session gives you 80–100km. At $0.545/kWh, a full 2-hour charge costs roughly $6–$8. That's the cheapest non-residential AC rate in the entire eastern corridor.
The integration with the Pasir Ris Integrated Transport Hub means there's excellent connectivity here — the MRT station is directly connected, there are bus interchanges, and the mall is a short walk away.
Downtown East at 1 Pasir Ris Close operates Charge+ DC 120kW at $0.728/kWh and Charge+ AC 11kW at $0.629/kWh. This is the area's secondary DC option — 120kW speed at a premium over Pasir Ris Mall.
At $0.728/kWh, a 30kWh DC session costs $21.84, versus $16.35 at Pasir Ris Mall for the same energy. That's a 33% premium. The trade-off is location — Downtown East is closer to the Pasir Ris Park side of the estate and serves the western parts of Pasir Ris better. If you're coming from Loyang or the Changi Village direction, Downtown East is more convenient than doubling back to Pasir Ris Mall.
The AC 11kW option at $0.629/kWh is solid, if unremarkable. It costs less than SP Mobility's standard $0.773/kWh AC and the $0.695/kWh CDG Engie MSCP chargers, but more than the Strides YTL $0.678/kWh you'll find across town. A 3-hour AC session costs about $5.55 — cheap enough for a visit to Wild Wild Wet or the E!Hub.
Downtown East has extensive amenities — Wild Wild Wet water park, E!Hub, a D'Marquee indoor playground, and plenty of F&B — so you won't struggle to fill time.
Two petrol stations on Pasir Ris Drive serve the car-heavy Loyang corridor:
Sinopec Pasir Ris at 11 Pasir Ris Drive 4 has Eigen Energy DC 150kW at $0.600/kWh. This is the area's hidden gem — $0.600/kWh for 150kW DC undercuts Downtown East by 18% and is a close second to Pasir Ris Mall's $0.545/kWh. If Pasir Ris Mall's Great Charge bays are full, this should be your first alternative. A 30kWh session costs $18.00.
Shell Pasir Ris at 1 New Loyang Link has Shell DC 180kW at $0.700/kWh. This is the faster of the two petrol station options — 180kW versus Sinopec's 150kW — but at $0.700/kWh it's noticeably pricier. A 30kWh session runs to $21.00. It's still cheaper than most SP Mobility DC chargers around Singapore, and the 24/7 access makes it useful for late-night charging.
Both are located along the New Loyang Link corridor that connects Pasir Ris to Tampines, making them convenient pit stops for drivers commuting through the area.
Loyang Point at 258 Pasir Ris Street 21 has ComfortDelGro Engie DC 100kW at $0.7599/kWh. At this price, a 30kWh session costs $22.80 — more than Downtown East, more than Shell, and significantly more than Pasir Ris Mall or Sinopec.
The only reason to use Loyang Point is if you're already parked there and need a charge. The mall is a small neighbourhood centre with a FairPrice supermarket, a few shops, and a food court. It's not a charging destination — it's a convenience option for residents of the surrounding HDB blocks.
Right adjacent to Loyang Point, at 734 Pasir Ris Street 72, there's a ComfortDelGro Engie DC 60kW charger priced at $0.7599/kWh. This is actually marked separately in the LTA database as "734 Pasir Ris Street 72" rather than under Loyang Point name.
At $0.7599/kWh DC, it's expensive for what it is — the same rate as Loyang Point's DC but at slower 60kW speed. Not recommended unless you're desperate or a resident of the area.
White Sands at 1 Pasir Ris Central Street 3 operates SP Mobility DC 100kW at $0.8611/kWh. This is the most expensive DC charger in the Pasir Ris area, and at $0.861/kWh it's 58% more expensive than Pasir Ris Mall's Great Charge bays for the same speed class.
White Sands is a small mall with a NTUC FairPrice, so drivers naturally gravitate there for grocery shopping. But at these rates, you're better off driving 600 metres down the road to Pasir Ris Mall to charge while you shop. A 30kWh session at White Sands costs $25.83 versus $16.35 at Pasir Ris Mall — a difference of $9.48 per session. Over 25 sessions a year, that's nearly $240 in extra charging costs.
Pasir Ris has an extensive HDB MSCP charging network spread across three operators:
Strides YTL at $0.678/kWh is the cheapest AC option for HDB residents in Pasir Ris. It undercuts SP Mobility's $0.698/kWh by nearly 3%. While the difference per session is small — roughly $0.15 for a 8kWh overnight charge — it adds up over time. The Strides YTL network covers most corners of Pasir Ris town, from St 11 to St 71 and Dr 1 to Dr 6, making it easy for residents to find a station near their block.
Pasir Ris Park at the Passion Wave @ Pasir Ris has ComfortDelGro Engie AC 22kW at $0.6950/kWh — two chargers near the carpark entrance. These are useful for weekend visitors to the park, cycling, or the beach. A 2-hour session at 22kW delivers roughly 44kWh — more than enough for a full charge on most EVs — for roughly $30.58. That's not a bargain compared to overnight HDB charging, but for a park visit it's convenient.
Changi Airport is not a charging destination in the way Pasir Ris Mall is, but it has options worth knowing about.
Changi Airport Terminal 2 Bus Terminal at 60 Airport Boulevard is the airport's best charging value. Charge+ AC 7.4kW at $0.629/kWh and Charge+ DC 120kW at $0.6801/kWh. The DC rate at $0.680/kWh is competitive — cheaper than most SP Mobility DC chargers around the island, and significantly cheaper than SP Mobility at Jewel. A 30kWh DC session costs $20.40.
Jewel Changi Airport at 78 Airport Boulevard has six SP Mobility AC 22kW bays at $0.7739/kWh — standard SP Mobility pricing. At this rate, a 30kWh AC session runs to $23.22. Jewel is a tourist destination with incredible amenities, but the charging rate itself is nothing special. You're paying for the convenience of the location, not the value of the electricity.
Changi Airport Terminal 3 at 65 Airport Boulevard has another six SP Mobility AC 22kW bays at $0.7739/kWh — identical pricing to Jewel. Useful if you're picking someone up or dropping off, but again, not a value play.
The practical takeaway for airport charging: if you need to charge while waiting for a flight or picking up passengers, use the Terminal 2 Bus Terminal Charge+ bays — they're cheaper than Jewel or T3, and the 120kW DC option means you can get a meaningful charge in 20 minutes.
The Changi Business Park area has a significant concentration of workplace charging:
Changi City Point is the retail anchor for the business park, with Charge+ DC 120kW at $0.728/kWh and Tesla DC 250kW (Tesla-only, rate not listed but typically $0.55/kWh for owners). This is where business park workers and shoppers alike converge for mid-range DC charging. A 30kWh session at Charge+ runs $21.84.
Eightrium @ Changi Business Park has SP Mobility DC 50kW at $0.8066/kWh and AC 43kW at $0.7194/kWh. The AC 43kW at $0.719/kWh is actually decent for a workplace charger — 43kW speed means roughly 80km of range per hour, perfect for an 8-hour workday.
Keppel Changi at 48 Changi Business Park Central 2 has Volt Singapore DC 180kW at $0.000/kWh — the price shows as zero, which may indicate a free promotion or an unconfigured rate. If genuinely free (or included in parking), this is the best deal in the entire business park cluster.
Great Eastern @ Changi at 200 Changi Road offers Volt Singapore AC 11kW at $0.5750/kWh and DC 30kW at $0.6750/kWh — good rates for the area, especially the AC option at $0.575/kWh which undercuts most residential MSCP rates. It's also accessible to non-employees since Changi Road is well-connected and parking is generally available.
Blk 5 Changi Village Road has three Strides YTL AC 7.4kW bays at $0.6781/kWh — the same rate as Pasir Ris' Strides YTL network. This is the only public charging option in Changi Village proper, and it's limited to AC. If you're visiting Changi Village for the hawker centre or the coastal walks, you can grab a slow top-up while you eat.
Changi Village has no DC option as of mid-2026. Drivers who need fast charging while in the area should plan to charge at Pasir Ris Mall before heading east.
Parc Komo at 961 Upper Changi Road North (near the Changi Business Park / Loyang area) has City Energy Go DC 50kW at $0.6500/kWh and AC 43kW at $0.7200/kWh. The DC 50kW at $0.650/kWh is a solid mid-tier option — cheaper than Downtown East and SP Mobility options in the area. A 30kWh session costs $19.50.
This is a private residential development, so access may be restricted. It appears in the LTA database as a public charging point, but as with most condominium installations, availability depends on management policies.

The Pasir Ris–Changi corridor is one of the most interesting charging landscapes in Singapore because its best option — Pasir Ris Mall at $0.545/kWh DC — genuinely competes with the best rates island-wide. Ten 180kW bays at that price is a serious asset for eastern Singapore.
Pasir Ris Mall is the clear winner: $0.545/kWh for 180kW DC, no competition in the same carpark, and full retail amenities. It's a destination worth driving to from as far west as Bedok.
Sinopec Pasir Ris ($0.600/kWh, 150kW) is your best fallback — close to Pasir Ris Mall on price, open 24/7, and conveniently located on the main Loyang corridor. Shell Pasir Ris ($0.700/kWh, 180kW) rounds out the Pasir Ris charging triangle.
Downtown East ($0.728/kWh) and Changi City Point ($0.728/kWh) are solid mid-tier options. Neither is a value play, but both offer reliable charging with good amenities and multiple stalls.
Changi Airport charging is best done at Terminal 2 Bus Terminal (Charge+ at $0.680/kWh DC). Jewel and T3 are fine for top-ups but overpriced for full charges.
What to avoid: White Sands at $0.861/kWh DC (Pasir Ris Mall is 600m away for 58% less), Loyang Point at $0.760/kWh DC (too expensive for a neighbourhood centre), and Jewel/T3 SP Mobility if you need anything more than a 30-minute top-up.
The gap in this area is DC concentration. Pasir Ris Mall is an incredible single location, but outside of it, DC options are scattered and often expensive. There's no equivalent of GWC's 55-bay hub or NEX's multi-operator setup. Drivers who don't live near Pasir Ris Mall's catchment will find themselves paying 25–60% more at alternative locations.
For now, the formula is simple: put Pasir Ris Mall and Sinopec Pasir Ris at the top of your list, use Shell or Downtown East as backups, and avoid White Sands entirely. The charging infrastructure in this corridor is good enough — you just need to know where to look.
