EV charging in One-North and Buona Vista: where it is cheapest, and the Dover blocks at night

The cheapest charge in one-north and Buona Vista is not at a tech campus or a mall. It is at a polytechnic's alumni clubhouse on Dover Road, where EneReady runs a slow bay at S$0.43 per kWh and a 180kW fast charger at S$0.50.

That 180kW unit at the Singapore Polytechnic Graduates' Guild is also the fastest public charger in the area, so the cheapest power and the quickest happen to be the same two bays.

The catch is that there are only three sockets there, behind the club's gate, a drive from most of the offices and homes around one-north.

In a district built on research labs and technology headquarters, the chargers at those offices are the expensive default, mostly S$0.77 to S$0.86 per kWh.

For residents, who are concentrated in the Dover blocks, the cheap charge is at the foot of the block, and overnight is mostly easy.

For workers, the office and campus chargers sit all but empty after about 7pm, which makes them a reliable evening top-up even though they are not cheap.

There is a different charger for the cheapest top-up, the overnight plug and the fast charge in a hurry.

The cheapest charge: a polytechnic club, not the tech towers

The single cheapest rate belongs to the EneReady chargers at the Singapore Polytechnic Graduates' Guild, on Dover Road: S$0.43 per kWh on a 7.4kW bay, and S$0.50 on the 180kW fast unit.

Both undercut every campus, office and block in the area. The trade-off is the small count and the location, a club car park entered from Singapore Polytechnic's Gate 4 rather than a spot a driver passes anyway.

After that, the cheap charging is scattered across the campuses and the newer office blocks.

EV Mobility runs 22kW bays at S$0.60 per kWh inside the National University of Singapore, at Eusoff Hall and the Lower Kent Ridge teaching blocks. Volt charges the same S$0.60 at Eclipse, the office tower on Fusionopolis View, and B'EV runs S$0.62 at the University Town research complex on Create Way.

At a block, the lowest rate is Charge+, at S$0.63 per kWh, on the Dover Crescent carparks.

The Pasir Panjang business parks come next: Charge+ runs 22kW bays at S$0.67 at Mapletree Business City and Mapletree Business Park.

On a 40kWh top-up, the spread is wide for once: about S$20 at the Graduates' Guild fast charger, S$25 at a Dover block, and about S$34 at one of the one-north office chargers.

Charging overnight: the Dover blocks

The residents of this district are mostly in the Dover estate, the pocket of HDB blocks between Buona Vista and Clementi, and there the overnight charge is an easy one.

The two Charge+ carparks on Dover Crescent are the answer. Block 28 Dover Crescent, the Dover Gardens carpark, has 10 bays at S$0.63 per kWh and almost always keeps several open, weekday or weekend. Block 20 Dover Crescent, the Dover Ville carpark, keeps a couple of its four open through the night.

So a resident on a Charge+ block can come home late and still expect a socket, at the area's lowest block rate.

The three smaller blocks run by Strides YTL are tighter, because each has only three sockets. Dover Court at Block 2A Dover Road, Dover Heights at Block 12A Dover Close East, and the multi-storey carpark at Block 19A Dover Crescent charge S$0.68 per kWh.

On a weeknight those three sockets usually hold a spare into the late evening.

On a weekend night they tighten, down to their last socket by about 10pm. So at the weekend, plug in by then, or move to one of the Dover Crescent Charge+ blocks, which stay open and cost less.

None of this is worth guessing at from home. The revolt.sg charger map shows which block has an open socket right now.

There is also a fallback the rest of the heartland does not have. The office and campus chargers around one-north and Science Park empty out in the evening: after about 7pm more than 90 per cent of their bays sit open. A Dover resident caught without a socket can charge at a nearby office carpark, paying more for the certainty.

When speed matters: fast charging

The fastest public charging in the area is the 180kW EneReady unit at the Graduates' Guild, at S$0.50 per kWh.

Below it, Charge+ runs 120kW chargers at S$0.73 per kWh at Park Avenue Rochester, at the UWCSEA Dover campus, and at Westway on West Coast Highway. Volt has a 60kW charger at S$0.74 at Elementum, on North Buona Vista Link.

ComfortDelGro ENGIE covers the fast charging at S$0.76 per kWh, on a 120kW unit at the Interlocal Centre on Pasir Panjang Road and an 80kW one at University Town.

The dearest fast power is at the offices and the science park. SP Mobility runs 50kW to 100kW chargers at S$0.81 and S$0.86 per kWh across one-north and Science Park, usually with an open bay.

For a driver who can get to Dover Road, the Graduates' Guild is the value pick. Its club car park is rarely full.

The offices, campuses and business parks

Most of the charging here is convenience charging at a workplace, useful mainly to a driver already parked for the day.

ComfortDelGro ENGIE runs 22kW bays at S$0.70 per kWh across one-north and the research institutes, among them A*STAR, Innovis and the Biopolis labs.

SP Mobility covers the widest spread at S$0.72 per kWh, on bays at the NUS hospital and campus, the Maritime Academy, Rochester, Labrador Tower and the Pasir Panjang business parks. Its dearer one-north and Science Park chargers, at S$0.77, sit at Galaxis, the Razer headquarters, the Mediapolis studios and The Star Vista.

Shell runs a pair at The Metropolis on North Buona Vista Drive, at S$0.77.

None of these is the cheapest way to charge, but they are plentiful and, after office hours, almost always open.

Paying for it

There is no single tap-and-go card across the networks, so the app matters.

EneReady runs the cheapest charger, at the Graduates' Guild, on its own app. SP Mobility covers the largest share of the offices, campuses and business parks, and ComfortDelGro ENGIE the one-north institutes.

Charge+ runs the Dover blocks and the Pasir Panjang business parks, Strides YTL the other Dover blocks, and Volt, B'EV and EV Mobility the cheaper office and campus units at Eclipse, University Town and NUS.

The practical move is to set up the app for whichever charger is the regular one before the first visit, because most of these units will not start without it.

The upshot

For a Dover resident, the everyday charge is a Charge+ block on Dover Crescent at S$0.63, usually open overnight, with the three smaller Strides blocks tighter only on weekend nights.

For a driver who can reach Dover Road, the EneReady chargers at the Singapore Polytechnic Graduates' Guild are the area's cheapest and its fastest, at S$0.43 and S$0.50 on the 180kW unit, with the one-north office carparks a near-empty fallback after 7pm.
