Singapore's fastest EV charger sits in a River Valley mall carpark. Here's the complete charging guide for the River Valley, Great World City and Tiong Bahru area — where to go, what to avoid, and why the same carpark can mean very different bills.

This stretch of Singapore — from the condo-lined slopes of River Valley down to the old-school charm of Tiong Bahru — isn't the first place you'd expect to find the nation's most powerful public EV charger. And yet, tucked into the basement of a mall along Kim Seng Promenade, Great World City quietly hosts an installation that nothing else in Singapore can match.
The area is more varied than it first appears. GWC is the headline, but Havelock Road hides cheaper AC options. River Valley proper has a mid-tier DC charger most drivers miss. Tiong Bahru's plaza is expensive, but industrial estates nearby offer alternatives. Here's the full picture.
Great World City (GWC) at 1 Kim Seng Promenade is the headline act, and it earns that billing. The B3 and B3A lobby carparks together house 55 charging points — Singapore's largest public EV charging hub — operated by Great Charge, a subsidiary of Allgreen Properties.
The hardware breakdown matters here:
The 480kW figures are genuinely jaw-dropping: compatible vehicles can add around 200km of range in roughly five minutes. But here's the practical nuance most drivers discover quickly — the majority of EVs currently on Singapore roads top out somewhere between 88kW and 220kW DC. Your car will happily plug into a 480kW bay, but it'll charge at its own maximum acceptance rate regardless. That makes the 180kW bays the practical sweet spot for most owners right now. You get fast charging without waiting for a 480kW stall to free up, and the result is roughly 80% charge in about 30 minutes.
Rates are competitive for what's on offer: DC at $0.545/kWh, AC at $0.545/kWh (no idling fees). For fast DC, $0.545/kWh is among the best rates you'll find anywhere in Singapore — especially given the hardware quality.

Here's where it gets important, because this mistake costs real money.
SP Mobility also operates chargers at Great World City — specifically in the B3 Purple Zone, Lots 318 and 324, near pillars E20 and E21. Same underground carpark. Different operator. Very different price: $0.861/kWh for DC fast charging.
That's a 58% premium over Great Charge's DC rate, metres away from each other. The SP Mobility bays are also slower — 50kW DC versus Great Charge's 180kW DC — so you're paying more for less. Drivers report that the SP Mobility bays are easy to stumble into if you're navigating the carpark without a clear sense of where the Great Charge bays are, particularly during peak hours when you're just looking for any open charging spot.
The fix is simple: before you plug in anywhere at GWC, check which operator's charger you're at. The Great Charge bays are in the main B3 and B3A lobby sections. If you find yourself in the Purple Zone near pillars E20/E21, that's SP Mobility territory — move on and find a Great Charge bay instead. The difference on a 40kWh session works out to roughly $12.60 more. Over a year of regular use, that adds up to real money.
If you don't need DC speed, three locations on Havelock Road and Kim Seng Walk offer AC charging cheaper than GWC's $0.545/kWh AC rate.
Furama Riverfront at 405 Havelock Road operates Volt Singapore AC 22kW at $0.488/kWh — the cheapest AC charging in the entire area. A 30kWh session costs $14.64 versus $16.35 at GWC AC. The hotel has a restaurant and lobby lounge if you need somewhere to wait. There's also a faster Volt DC 30kW option at $0.538/kWh on the same premises — still cheaper than GWC and fast enough for a meaningful charge in under 90 minutes.
Tiara at 1 Kim Seng Walk offers Novowatt AC 22kW at $0.490/kWh — literally around the corner from GWC, on the other side of Kim Seng Road. However, this is a private residential condominium — access is typically restricted to residents and their guests. The rate is compelling if you live there, but it's not a public option for casual visitors.
Havelock2 at 2 Havelock Road has Volt Singapore DC 30kW at $0.555/kWh — slightly more expensive than the above two, but the 30kW speed is faster than 22kW and still undercuts GWC.
The practical point: GWC AC at $0.545/kWh isn't the cheapest option in the neighbourhood. Furama Riverfront at $0.488/kWh undercuts it by 10%. If you're parking overnight or doing a long dinner on Havelock Road, walk to Furama instead of plugging in at GWC.
Outside of GWC, River Valley proper has one DC fast charger that most drivers miss.
Oxley Thanksgiving Residence at 328 River Valley Road hosts an EV Mobility DC 120kW charger at $0.659/kWh. This is in actual River Valley — not Kim Seng — and at $0.659/kWh it's cheaper than Tiong Bahru Plaza's $0.728/kWh for the same 120kW speed class. A 30kWh session costs $19.77.
This is a serviced residence, not a public destination. The charger is in the carpark, accessible during operating hours. You're not coming here to spend time — but if you live or work in River Valley and GWC is packed, this is a viable alternative that doesn't require driving to Tiong Bahru.
UE Square at 205 River Valley Road remains the most useful secondary stop. Charge+ operates here across two zones: AC 7.4kW in the Residences Yellow Zone, and a DC 120kW plus AC dual-gun setup in the Office Tower Yellow and Red zones. The DC option makes this a reasonable backup if GWC is packed, at $0.728/kWh it matches Tiong Bahru Plaza's rate. At that price, it's a convenience backup, not a value play.
Clarke Quay Central has SP Mobility chargers at Level 7 of the carpark. At $0.861/kWh DC, it's hard to recommend as a deliberate charging destination. Plan around it rather than for it.
Robertson Quay is largely not worth a dedicated charging trip. The InterContinental Singapore Robertson Quay has four Tesla Destination Chargers running at roughly 22kW — but these are Type 2 and effectively Tesla-only. There's some Charge+ AC scattered through residential developments along the quay, but nothing that constitutes a meaningful public DC charging option.
Tiong Bahru Plaza at 302 Tiong Bahru Road charges $0.728/kWh for its DC 120kW Charge+ setup. That's 34% more expensive than GWC's DC rate, for roughly the same speed. A 40kWh charge at Tiong Bahru Plaza runs to about $29.12, versus around $21.80 at GWC.
If you're already in Tiong Bahru and don't want to drive back to Kim Seng, there are two industrial alternatives nearby — neither is cheaper than the plaza, but both have their own logic.
Connection One at 168 Jalan Bukit Merah offers Volt Singapore DC 60kW at $0.740/kWh. At $0.740/kWh it's slightly pricier than Tiong Bahru Plaza's $0.728/kWh, but if the plaza's single DC bay is occupied, this is your closest backup. It's an industrial building near Tiong Bahru MRT — no amenities, but you're not driving 10 minutes back to GWC.
Blk 1/3/5 Jalan Bukit Merah at 12 Jalan Bukit Merah hosts a Strides YTL DC 160kW charger at $0.763/kWh. This is the fastest non-GWC DC charger in the entire area — faster than Tiong Bahru Plaza's 120kW. At $0.763/kWh it's more expensive than the plaza, but if you value speed over the $1.05 difference on a 30kWh session, this is your option. The location is industrial with no amenities.
Neither undercuts Tiong Bahru Plaza on price. The reason to know about them is redundancy — when the plaza's single DC bay is occupied or you want faster charging than 120kW.
The HDB estate in Tiong Bahru has the usual mix of Charge+ and Strides YTL AC chargers at typical network rates — perfectly adequate for overnight topping up if you're a resident parking at home.

GWC remains the headline — 55 charging points, Singapore's fastest hardware, and $0.545/kWh DC is hard to beat. But the area has more depth than "one-facility story" suggests.
Havelock Road offers AC charging cheaper than GWC's own AC rate — Furama Riverfront at $0.488/kWh and Tiara at $0.490/kWh are genuine alternatives if you don't need DC speed. River Valley proper has Oxley Thanksgiving Residence at $0.659/kWh DC — a mid-tier option when GWC is at capacity. Tiong Bahru has the plaza at $0.728/kWh for convenience, with Connection One and Blk 1/3/5 Jln Bukit Merah as backups when the plaza is occupied.
The only real danger at GWC is stumbling into the SP Mobility bays in the Purple Zone — 50kW DC at $0.861/kWh, slower AND more expensive than Great Charge. Once you know to avoid Lots 318/324 near pillars E20/E21, everything else about this charging hub works in your favour.
For drivers based in this corridor, the smart play is simple: charge at GWC for DC, check Havelock Road for AC, know Oxley Thanksgiving as your River Valley backup, and keep the Tiong Bahru industrial options in mind if you're south of the river.
