Tampines is home to Singapore's cheapest public EV charger — and it's at IKEA. Here's where to charge for less, where to avoid, and why this eastern town punches above its weight for EV infrastructure.
Editorial Team

Tampines isn't just Singapore's largest residential town — it's also home to the cheapest public EV charger on the island. While central district drivers pay $0.74–$0.86/kWh for the privilege of charging near their offices, Tampines residents can top up at less than half that rate. The town's charging landscape is dominated by three price tiers: a standout bargain, a cluster of solid mid-range options, and a layer of premium DC fast chargers for when speed matters more than cost. Here's how to navigate all of it.
At 60 Tampines North Drive 2, IKEA Tampines hosts what is unquestionably the best-value EV charging location in Singapore.
Charge+ operates 14 charging lots across Levels P1 and P2 — eight 7.4kW AC units and six 22kW AC units — all at $0.45/kWh. That's not a promotional price. It's the standard rate, and it's been holding steady while other operators have nudged theirs upward.
A 40kWh charge session costs $18.00. At SP Mobility's mall locations in the same town, that same session would cost $30.84–$34.44. The savings are real and they add up fast.
The catch is speed. The 7.4kW units need roughly 4–5 hours for a meaningful top-up from empty, and even the 22kW units take 90 minutes for a solid charge. This is destination charging — plan it around an IKEA visit, not a quick pit stop. Wander the showroom, have lunch, pick up those meatballs. Your car will be ready when you are.
The Charge+ app handles payment and session management. Download it before you arrive.
ComfortDelGro Engie (CDGE) has built a strong presence across Tampines HDB estates and community hubs, typically at $0.695/kWh for AC 7.4kW and $0.760/kWh for DC 120kW. These aren't bargain rates, but they're competitive — especially the AC option, which undercuts SP Mobility's HDB network.
Our Tampines Hub at 1 Tampines Walk operates CDGE AC 22kW at $0.695/kWh and DC 120kW at $0.760/kWh. This is Singapore's largest community complex — library, sports facilities, hawker centre, retail — so there's plenty to do while you charge. The DC rate isn't cheap, but if you're already at the Hub for an afternoon, it's usable.
JTC Space @ Tampines North at 10 Tampines North Drive 4 offers CDGE AC 22kW at $0.695/kWh. This industrial estate location is functional — no amenities to speak of — but the rate is reasonable for an extended stop.
CDGE also has extensive HDB MSCP coverage across Tampines at $0.695/kWh for AC 7.4kW, including blocks at Tampines Street 43, Tampines Street 61, and Tampines North Drive 1. For residents whose blocks are served by CDGE rather than SP Mobility or Strides YTL, this is the rate you'll pay for overnight charging.
Strides YTL operates AC 7kW chargers across multiple Tampines HDB estates at $0.678/kWh — cheaper than both CDGE ($0.695/kWh) and SP Mobility ($0.698/kWh). The difference is modest — about $0.60 on a 30kWh session — but it adds up for daily charging.
Locations include Blk 230A Tampines Street 21, Blk 331A Tampines Street 32, Blk 515 Tampines Central 7, and Blk 890 Tampines Avenue 1. Coverage is extensive across the town's mature estates. For residents whose MSCP happens to be on the Strides YTL network, this is your cheapest overnight option after IKEA.
Tampines has no shortage of DC fast chargers. The key is knowing which tier you're paying for.
Charge+ DC at $0.728/kWh — the best-value fast charging in Tampines:
At $0.728/kWh, these undercut every other DC operator in Tampines except the unverifiable 400kW claim at Temasek Polytechnic. A 30kWh session costs $21.84.
CDGE and Strides YTL DC at $0.76–$0.77/kWh — the middle tier:
SP Mobility and Shell at $0.80–$0.89/kWh — the premium tier:
At these rates, a 30kWh session costs $24.21–$26.70. You're paying a premium for brand-name locations, campus access, or Shell's network. For routine charging, the Charge+ DC options at $0.728/kWh are the smarter play.
Tampines has extensive HDB MSCP charging across three operators. For the thousands of residents who park in estate carparks, this is where the daily charging happens.
Strides YTL at $0.678/kWh (AC 7kW) is the cheapest overnight option, with coverage at Blk 230A, 249, 272, 331A, 359A, 384A, 390A, 418, 425, 433, 444, 451, 475, 498C, 498K, 507, 515, 519, 613, 618, 646, 662, 716A, 730A, 742A, 821, 824, 827A, 830, 856A, 873A, 879, 887, 890, 894, and multiple other blocks.
CDGE at $0.695/kWh (AC 7.4kW) serves blocks including 492A Tampines Street 45, 494F Tampines Street 43, 522 Tampines Central 7, 605 Tampines Street 61, 609 Tampines North Drive 1, 727A Tampines Street 71, and Tampines Greenlace.
SP Mobility at $0.698/kWh (AC 7.4kW) has the widest coverage, with chargers at Blk 101, 124, 136, 140, 156, 161, 201D, 202A, 231, 239, 245, 251, 257, 267, 268, 283, 311A, 316A, 330A, 340A, 354A, 366A, 374A, 401, 429, 450B, 492, 496A, 499, 513, 518, 601, 634, 647, 660, 701A, 723A, 823A, 831, 842, 843, 858E, 864B, 865, 872A, 875, 875A, 882A, 891B, 921, 921A, 952, and more.
At roughly $20.30–$20.95 for a 30kWh overnight session, the difference between cheapest and most expensive HDB AC is under $1. Check your block's operator — it matters, but not dramatically.

Note: AC chargers are optimal for overnight or extended-stay charging; DC chargers are for on-the-go fast charging. Speeds and rates are not directly comparable across categories.

What to avoid:
For HDB residents:
Tampines has a clear charging hierarchy. IKEA at $0.45/kWh is the undisputed value king — if you can plan your charging around a visit. For overnight charging, Strides YTL HDB at $0.678/kWh is the cheapest residential option. For fast DC, Charge+ at Century Square and Changi City Point at $0.728/kWh offers the best balance of speed, price, and amenities.
The gap between cheapest (IKEA AC at $0.45/kWh) and most expensive (Shell DC at $0.890/kWh) is $0.44/kWh. On a 50kWh charge, that's $22.50 versus $44.50 — nearly double. Tampines rewards drivers who know their options.
For residents, the town's infrastructure removes virtually all EV charging friction. The estate networks handle overnight charging. IKEA handles the cheap weekend top-up. The Charge+ DC locations fill the fast-charging gap. The premium options at SP Mobility and Shell are there if you need them, but you rarely will.
